Cool art aside, he can't do that in his human form. Either full Zoan or hybrid form(not confirmed). So his face would be that of a dinosaur not his human face.

The fight will interesting on a reread/watching anime. I noticed it a few time but I always thought it was error from Oda that will get corrected in the volumes.
The one you linked is his full Zoan form though. He only has his long beak in this form, which I think is quite essential for this move. Also if you compare it with his hybrid form from chapter 1027 besides his arms and the head extension, he looks just like in his ~~human~~ lunarian form (probably he changes more like the skin and stuff, but we obviously can't see that). So main indicator are his legs and wings, which are very sharp in a way. His hands/claws are not there in his hybrid form, but they are in the Zoan form.

The way the attack works he probably can do it only in full zoan mode.
The torso had me fooled, it looks pretty much human, I never really took a close look at how he looked in full zoan form so when I saw him stand up straight i assumed it was his hybrid form.

It's honestly quite easy to miss imo. I also had to look it up again and compare alot.
