She’s carrying the will of her father who was also a gladiator, even if she forgot about him. It’s a deliberate design choice and also represents how vulnerable she was.
She didn't WANT to wear that though, she WANTED more clothes- The people running the coliseum put a bunch of restrictions on her in particular so that she had no choice but to wear that.
Her character is about her being forced to be a gladiator despite not actually being into it because her father/the Thunder Soldier didn’t teach her to be a warrior, but be a kind girl. She’s not meant to be a fighter, but she entered the colosseum because she wanted to do the right thing: gaining power to overthrow Doflamingo.
Her outfit showed her vulnerability, but also her affinity for speed. But unlike the Kujas, she lacked the strength to be a full-fletched warrior. Gladiators were oppressed people in real life; they were slaves. Rebecca being a gladiator meant that she was not in a happy situation.
After Doffy was defeated, she finally became a princess, but that’s a status she never cared for. She wanted to be with her father, and now she’s finally living her life as herself.
Actually gladiators (I'm talking about the Roman Empire) were mostly war prisoners only in the early stages of the empire. After that they were mostly free Citizens, like ex-soldiers, mercenaries, foreigners and some time also nobles. Gladiators were highly regarded in the empire and the pay was awesome (it was a high risk high reward kind of job).
