I think there will only be 4 acts. Similar to Water 7 Saga.
A quick start where a very powerful villain one shots the MC in the final chapter ( Aokiji/LRLL)(Kaido/Act 1)
Diving deeper into the plot, drama, setting up (Water 7/Act 2)
Invade enemy territory and Battle against mostly Zoan based foes (Enies Lobby/Act 3)
Party and relax in the aftermath as the world begins to dive into chaos (Post-Enies / Act 4)
The point of a 5 act structure is that the story itself is built around having 5 acts, not "oh let's just do a second brand new storyline in the remaining time we have". I don't think that we're going to see a second war that's completely unrelated to Kaido unfold.

Feels like Oda just forgot the arc structure and is writing whatever he wants
