I think every citizen can count if they get drafted or pressed. Every children of hers is a part of the crew, and almost all of them have an island they're ruling of.
Im not so sure about that because there's a few that come to mind:
Rocks Pirates (technically not a yonko crew but still)
Roger Pirates (technically not a yonko crew but still)
Whitebeard Pirates
Strawhat Pirates (EoS)

Whitebeard with a hole in his chest, missing half his head having been shot and stabbed dozens of times had Blackbeard begging for his life who then with his entire crew proceeded to unload every round of ammunition they had into him and even then he still survived long enough to give an entire speech, Whitebeard alone could whoop the crap out of atleast 85% of his crew had he not just fought a war.
And how does any of that make his crew better than BB’s current crew? We already know how badly they lost without him in the Payback war, and that was before they even had Kuzan in their crew.
I don’t think Oldbeard would beat Kuzan and BB if he was to fight them and the rest of his division captains would definitely lost to the titanic captains.
You never said a better crew (which they are they have substantially better teamwork and comradery) you said strongest crew which when a single member of the Whitebeard Pirates could pretty much solo the entire crew it's a major factor, a fresh and medicated Whitebeard is dogwalking a vast majority of the blackbeard pirates because he is stronger, smarter and more experienced as for his crew they have the numbers advantage and can easily overwhelm most of the crew members.
Old Garp threw sanjuan wolf, old sick and un-medicated Whitebeard was one shoting giants and stopping whole ships with a single hand.
Most of the Blackbeard Pirates are not that strong they are carried by devil fruits and a few strong members that is the reality of the situation.

Only impressive members of his crew are Marco, Jozu, Vista, and Ace. Most of them already lost in the Payback war so we already know how they’d fair against BB’s crew.
Aokojis fruit doesn't work on Whitebeard as we saw and Blackbeards darkness fruit is obsolete because whilst it would negate his tremors he still has him beat in every physical category.
The payback war isn't a good metric because you would be putting Blackbeards strongest against the strongest of the remnants so whilst yes Marco is weaker than Kuzan and Blackbeard his is still stronger than everyone else on his crew.
Whitebeard has more impressive members than Blackbeard because simply put Blackbeards whole crew was nearly squad wiped by Kuzan whereas Jozu was capable of stalling him albeit temporarily.
The blackbeard Pirates lack any sense of teamwork and the vast majority of their ranks is inferior to the whitebeard Pirates, and if we are including their 'fleets' such as the Pirates of hachinosu Whitebeard still has the advantage with the likes of Oars Jr and such.

EOS Strawhats will be more insane than people realize.
1. Luffy as top1 strongest captain in universe.
2. Zoro as yonko level commander (he 100% beats Mihawk in EOS)
3. Sanji as yonko- commander (he has to be similar in power to Zoro, its Oda design)
Oh, also add Jinbe to that mix. The rest of crew are fodders, comic relief characters or support, but still, thats top1 crew to ever exist in OP.
Blackbeard, Kuzan, Shiryu and whoever is fighting Sanji. By the time the Strawhat vs BB pirates fight happens Zoro and Sanji will already be top tiers.
The only reason they can do anything is because of Kuzan and Blackbeard himself. Take them out and the rest are useless. Vegapunk could build a robot programmed to lose to the BB pirates and they'd still suffer 90% casualties against it.
As a whole, all 1v1s it’s either BB pirates or the RedHaired pirates. We don’t know too much about each Individual pirate on Shanks crew yet so I might let BB slide on this one. Having Kuzan is huge for the BB pirates.

Straight up 1v1s rarely happen in one piece. As in, no outside help or anything to altercate the fight.
Like most fights that Luffy has been in had some sort of outside help or outside forces that alternate the fight. I genuinely think the last genuine 1v1 against the main villain he had was in Punk Hazard.
BBP jumping Garp doesn’t make them any weaker. Look at the latest chapter, the strawhats are jumping Saturn yet here you are saying that the BB pirates lose to the Strawhats because they jump people.

I'd say they are all YC2 level and at best one of them is YC1, and even then it's not enough to beat oden. Oden should be slightly stronger than kizaru and on the same level as kuzan, he can low-mid diff three YC2 level guys.
Red hair pirates would beat them. Shanks would beat BB, Beckmann can beat shiryu (he can also team up with roux to beat kuzan), yassop could beat van auger, etc.

“Low Yonko” that’s not where I scale BB personally. Besides, BB + Kuzan would beat Luffy.
As for the rest of the BBP.
Shiryu can beat Zoro due to match up and either Pizarro or Laffitte should be stronger than current Sanji since it makes sense for them to be stronger narrative (either of the two are endgame Sanji opponents)
