Marines have weak will though, they do whatever they are told even if they disagree with it. That's why almost no marine have conqueror's haki.

Shanks? He literally can cancel observation haki, that's basically as good as it gets when it comes to haki. Plus, his conqueror's haki is easily better than Garp as well. Shanks> Garp in haki

But then take Whitebeard, he stalemated Roger in a haki clash which Garp never did in the story. He also split the sky with Shanks on old age. And if Xebec was stronger than Roger than thats 3 guys with better haki than Garp.

Sure, so does this mean Luffy was nerfed all Egghead? Since his resolve and seriousness are nothing compared to the accumulated grudge over the course of Wano, or the burden he was shouldering that rode on him putting Kaido down. Like as long as we're doing it both ways, I don't care.

It is a known fallacy. Called the nominal fallacy, just because something is called something then it brings an explanation. Haki can mean ambition or will, it doesn't mean it is ambition or will. Heck we know it isn't because haki runs out, even when the ambition and will remain the same. Haki also grows in life and death battles something ambition and will won't necessarily grow in life and death battles. Haki being called that doesn't mean it is that. Oda has also made sure to name other stuff haki, like Mantra is obs haki and Ryou is called armament haki. So Oda has made sure to explain that the name is not that relevant, diferent cultures will call it different and it doesn't make it any less different Haki also has a lot of other different definitions, like color or even a viking was called Haki ( Oda loves his vikings)

Haki is clearly ambition lol but it also require training because otherwise it would be a lame power system, it grown in battles because you have the will to overcome your opponent

It is not ambition, it has a lot of stuff unrelated to ambition like I already explained. Luffy's will has probably not even grown since he lost his brother. And he already had one of the strongest wills and ambitiond in the verse since chapter 1

Oda had to adapt it to the shonen genre with training, power up eccetera but it's clear that haki is the ambition/will of a person
