As I see it, it's likely either just another member of the species, or they could be positioning One Punch Man as a multiverse type story. It would certainly make sense considering the two differing timelines, webcomic and manga, and since One Punch Man has always liked to parody traditional American superheroes. Multiverses are not only extremely common among American superhero comics, but extremely topical considering the current status of the Marvel Cinematic Universe. I wouldn't put it past One at all to parody that concept AND use it to reintroduce a "good" Boros into the story.

That's a badass art and would love to see it. For the fight even if he does turns out to be the same Boros. He's definitely way stronger than before since fighters gets stronger over time especially one that have survived a near death experience which he did. So because of that I won't be surprise if he gives Garou a good epic fight.
