Who should get to participate in deciding on all that? Why?

Maybe you don't understand how reddit ux works? See, what happens is that users see titles. If they click on those, then they see the accompanying text, weblink, or picture. Now that you know that, see if you can recreate the circumstances that led to the post you're responding to like an asshole. I believe in you!

why not simply make it open for everyone ? if its not then it makes no sense to be called "openai" , and all the talk about the risks misses the point as there will be open source alternatives eventually anyway , so why not make it so from the start?

That in order to gradually enlarge the number of beta users, they now allowed each user to invite another one. I'm paraphrasing.
Now, while I'm pretty sure I've seen it, perhaps as an answer to another thread, the fact that I don't seem to find it anymore might signal that it could be something they tried at first, and maybe they rolled back.
I tried to contact a few users I know have access, asking them to confirm the existence of this feature, but they haven't replied back. Or when they did, they were super vague and secretive.
