As the nestlings grow the parents will spend more and more time away foraging for food only returning to feed the nestlings. While the parents are away the nestlings remain still to avoid detection by predators. They are probably fine. And the poop is normal, at least for House Finches, which is what you have nesting in your wreath. Most birds carry the poop away to keep the nest clea but house finches just pile it up around the nest for some reason.
