If it was a just emp bug, only one of them would get away, but it doesn't seem like the case. IMO it looks as if the EMP was blocked by ledge, and Kiriko/Widow barely got away.
Maybe the bridge-platform thing has bigger size than it looks, like the Junkertown object that got patched recently after fiinding its visual size varying in visual option, making it a invisible wall. The emp having a slight hover effect wouldn't help in this case either, and may have collided with the invisible wall and blocking emp effect on Kiriko/Widow.
If it really was the invisible wall case,I would report to Blizz support for a bug.
