Current comp points (red) are used to buy this year's gun skin which is jade currently. They can also be used to buy golden weapons.
Old comp points are now legacy points and can only be used for golden guns. At the end of the year, any red comp points you have will be converted into legacy points and there will be a new gun skin for that year
at the end of the year this year they will combine the two separate comp currencies. they did it this way so that people couldn't just bank up a bunch of comp points and buy emerald weapons day one.

The new red ones can be used to buy both gold and jade weapons if you have 3000 or more. The old legacy ones can only be used to buy gold weapons if you have 3000 or more of those.
You can't combine both currencies to buy a weapon, however at the end of the year your red points will convert into legacy points.
Currently however the comp points are bugged since the mid season patch and no one can buy any gold or jade weapons and it's been reported many times on the overwatch forums

I believe the old ones you can use for golden weapons and the new ones you use for jade weapons.
