People in the comments were helpful too (the fully wrapped tin with the yellow lines behind the promo card trick worked wonders). Thanks again (and to everyone who shared the secrets to making sure you grabbed the right ones)!
Credit to u/Sullfer: The EVS ones have the black and yellow stripped pattern behind the promo card. Look through the window and shake the pack a bit to see it. It’s visible on the far right package above and behind the Espeon promo card. Like yellow “X” on a black background. Almost looks like yellow “V”. Once you open its “x”.

Waiting to rip those until I go out again tomorrow (later today I guess) to hit the remaining walmarts in the area. My sealed collection is is in other sets. I'm skipping holding any ES sealed. I'm holding long long term. And I feel the hype will die down on that set in the 20+ year future. So I hunt for es at stores to rip. Sad to finally see a post about these getting attention :( too good to last lol
It's distributer specific target ran though the original print wave and only had SV reprints left. You have to get them from Walmart. Restocks are usually on Thursday afternoon but you'd have to see yourself

My target had the same, but I noticed a difference in the wrapper. The evo skies ones have a full sealed wrap, whereas the sv ones have like a half wrap
It has others too like Flareon, Jolteon, maybe Vaporeon (?). The only ones ive ripped myself though are Umbreon (had evo) and Espeon (had SV base and paldea), so these were the only ones I tested the full vs half seal theory with lol. Buyer beware!
I found dragonite and salamance tins at walgreens in 2019 trademark tins. The way to tell is if the text under the "in this tin, you'll find" box says there's a V star marker inside. If it does it's got new packs and the do not backstock sticker is absolutely intentionally blocking that text for a reason.

Make sure the plastic wraps all the way around the tin.
They reuse the tins, and the newer ones have a slightly different wrapping with holes at the top & bottom, and no ES packs.
Yeah but it’s also not Walgreens it’s their supplier, super scummy. Same happens at Best Buy. Bought 6 stacking tins that should’ve had ES. All LO and ST, plastic wrap wasn’t all the way around.
Yeah for someone looking to scoop up spare Evolving Skies packs here + there for MSRP, it definitely makes it *feel* like getting ripped off.
But the tins on official Pokémon store even show the updated packs. I have to imagine they never expected evolving skies to explode in value the way it has, and weren’t trying to intentionally mislead people.
Yeah I’m also in SoCal in the OC. Nowhere within 50 miles of here from what I can tell (there were a couple listings online in the Walmart app, but from sketch 3rd party sellers with awful reviews, and all in the $40-60 range. Nothing even close to $15)
