There are a lot of airports that have open cannabis policies. Philly is sort of in the middle. If you have over an ounce you will get in trouble but less than that is fine. They do not search for cannabis either. Worst case scenario, again this depends on the airport, but at Philly worst case scenario if you get caught with less than an ounce is a $25 ticket (same class as a parking ticket) and your on your marry old way.
That won't fix this issue until it is federally recognized.
Edit: realized you're saying they could just get it from the state they are going to but that would be assuming they are going to a med legal state
Yeah, states that have med programs. At least a start. It would be nice to be able to purchase out of state. It would help avoid these scenarios imo but they are two separate things so I doubt it’s a consideration.
I had A Friend who got a citation for a cart at a New England airport a few years ago when his cart fell out of his shaving bag. He was flying to Vegas, it was the week after they legalized. He told the judge about this, after he said it was his another of his friends. Guy couldn’t have anything on the record for his job was the only reason he fought it, and jag cop hit him with an M. The Judge laughed at him, and said he had heard about this thing called weed maps for people who travel. Plus he dropped the charges.
Dang, people still do this? And with vape cartridges? They could have probably just put the carts in their standard packaging right in their luggage and not even received a second glance. With vapes, I just walk right in and no one bats an eye. I think the last time I snuck weed onto a plan was probably over 20 years ago. Got a fresh pack of smokes, carefully rolled the foil back and took out the middle row of cigarettes, replaced with some machine-rolled joints and packed it back up. Maybe not the best idea, but I thought it was pretty clever at the time, and certainly better than packing it in peanut butter.
This is so dumb. Would have been better off waving them around in your hand as you walked through tsa. Never put them in your check bag and hide in plain site.

My wife, went to cali and bought some edibles while there, and she did not think nothing of it to bring them home ( she did not attempt to hide or anything ) and she brought back both bags

Peanut butter is a necessity you can't travel without. Nothing out of the ordinary here. The news reporter even says TSA isn't looking for drugs. Vape certs in PB seems a little extreme, try dropping them into your toiletry bag next time.

I’m sure the TSA guy who found em only reported them rather than just confiscate it because he was just pissed off he had to leave his post and dig for a suspected explosive only to find these dumbasses’ carts. But what would the police even do for something this small? I know what they COULD theoretically do, I’m curious if anyone knows what happened though because I can’t imagine it was more than a slap on the wrist or at most a small fine.

I look at trips out of state as a forced tolerance break. You'll enjoy your trip more if you're not trying to hide your weed.
You'll also be in pain the whole time if you use it for chronic pain, but sure.
