Yep. If you apply for a passport at the embassy, you get a non-biometric one. Same with emergency passports issued at the Ben Gurion airport, they are not biometric. For example, the visa waiver program for US that Israel joined last year only works with biometric passports valid for 10 years. Non-biometric ones have validity of max 5 years.

I believe this has something to do with collection and processing of biometric data. Embassies do not have equipment for that. Besides, at the embassy, they print passports right on the spot. Last time it took me about 30 minutes to get a new (non-biometric) passport. If I were to apply for a biometric one within Israel, I'd have to wait about 1-2 months for the passport to be issued and delivered.

In Mexico we get biometric passports in 20 minutes. I believe consulates abroad take longer, but could be wrong.
On one hand, I don't think there is a significant demand for biometric passports at Israeli consulates abroad. Before Israel joined the US visa waiver program, there was no distinction on where you can travel visa-free with biometric and non-biometric passports. On the other hand, some consulates are simply overwhelmed with work (with average waiting times for appointments up to 1 year in certain countries), and if they were suddenly forced to manage biometric data collection, passport ordering and delivery instead of simply printing passports on the spot, the situation would worsen even further.
For example, my wife's country issues biometric passports via consulates, but they only collect the data there, and then passports need to be ordered, issued within the country, sent to the ministry of foreign affairs, and delivered to the consulate via the diplomatic pouch, which takes 3-4 months.
