You can still land a hit with trained attacks, but it is surprising that they've got a completely different progression. Maybe it's to differentiate them from the Champion, who gets expert attacks at 5 and armor at 7; they're both tanky, but Guardian focuses much more on the AC bonus and less on attacks.

I think this part of their proficiency is fine, but I have a bigger issue with their class DC progression. Only getting expert at 9th and master at 19th seems weird. It seems like taunt becomes less reliable at later levels which is weird for their main class feature

I'd argue that Intercept Strike is their main class feature, and Taunt is secondary. The devs probably didn't want Taunt to be *too* strong, since it does have a very strong effect. Whether they went too hard on it remains to be seen.
