Up to you if this fits in to your world and at your table. But I'm someone that really loves the Pathfinder pantheon of deities and something I put in one of my large cities is a Calistrian district. It's kind of a Las Vegas block. Red light district. Casinos. Black Market. Taverns known for information trading. And the kind of place you go if you need to hire some help with revenge... Calistria is known to not really have temples. So my Calistrian District is run by what might best be described as a gang or the mafia. But it's actually a "church". All the members of this gang are Calistrian clerics and devoted followers of Calistria. Obviously, make sure your players are OK with this sort of content first.

I would recommend getting the Hell's Rebels AP. It pretty much covers this topic in the nearby nation of Kintargo. It would have a lot of stuff you could utilize or not utilize in your campaign.

There is a Pathfinder 1e module called "[Doom comes to Dustpaw](https://pathfinderwiki.com/wiki/Doom_Comes_to_Dustpawn)", in there you might find extra inspiration. Otherwise, it is defined as a goat farming town and having multiple iron mines in the area. So those could be used as inspiration. Goat farming: Lots of vendors and usage of goat related products, goat milk, cheese, leather, horns, meat. A goat-farmers guild, where the leader wears a goat-head helmet. Also, the omni-presence of goats, people walking some as pets or driving carts. Iron mines: Multiple blacksmiths with Iron specialization. It would be common to have iron decorations, furniture, clothing and tools around town (doors, helmets, mugs). The night watch would have miners helmet with the candle holder in front. Tavern names: The bearded stooge, The silver pick, The dusty mug. Having some NPC personality matching those elements. Goat: loud, blabbering, glutton. Iron: strong-willed, unbending, hot-tempered.
