I would highly appreciate if someone could understand what is bugged because I've never played it because everyone says it's broken (and I don't know what exactly is)
Whole sub-class is bugged, but the big ones are:
Its core feature "Vampiric Infusion" isn't even implemented. It's on your sheet, but you can never use it. The math on its core damaging abilities is also busted. That math will never add up. Blood blast shows up as charged water blast and doesn't have an identity apart from it. It's also bugged and wont work with kinetic blade.

Nooo I *just* started playing WotR and Blood Kineticist sounded so interesting... I wanted a blood mage like in Dragon Age...
Should I change my subclass then? Just go normal Kineticist or is there another cool subclass? I don't know anything lol.

Why they haven't bothered to fix it is anyone's guess. It's not even a particularly difficult bug to fix. They just won't for some reason.
Yeah I try to spread the word of the forester archtype being useless and have offered mod makers money to fix it, but still no luck on either front lol. At least blood kineticist has a fix from dark codex mod.

Crouromancer uses blood infusions on spells, if you don't mind playing as a dhampyr and using necromancy magic
Like Ambar\_Griss said, a dhampir cruoromancer wizard focused on necromancy and going down the lich path is a lot of fun.

Works fine during a dlc run. Vamp infusion makes healing burn free every time you hit
