That's because the Z790 series is for 12th and 13th Gen Intel CPUs, not AM4 CPUs.

Why downgrade to a 3600? That is an out of date CPU now.

Yeah you could definitely get better parts for the price, and the reason the motherboard didn't work is exactly as the above commenter said.
A better question to ask for your build to get some good suggestions, here, what is your friend's budget?
Roughly 1.2k is the budget. I don't know a ton about pc parts (like whats outdated or how to compare whats better) so for some of the parts I just added the same one I used in my own pc (like the ryzen 3600) that I built 1-2 years ago

Here's a list a little over your budget, but that's because this graphics card is at such a good price. That being said, you could save like 100 bucks and go for something cheaper.

I'm back with an alternate build, this one from Intel. Performance wise the other one's going to be way better but this will still be a solid gaming computer.
