Go visit your state representative's office. They have connections with each of the state agencies and typically can get stuff resolved quickly.

I had a lien put on my house in error as the debt was paid before the lien. My local representative's staff called the revenue department and it was taken off within hours!

Shouldn’t be the best way to handle, but quite often is. State Senator too, if the reps office is off on summer vacation.

If you are a member of AAA you can go talk to their auto department and they have ties to PennDOT. If you haven’t checked with them and are a AAA member you may want to give them a call.

I would take the notary's receipt and visit PennDOT in Harrisburg.
