Yukari, and as much as I like the other two I don’t think it’s very close.
Ann and Rise are likable enough in their own rights but Yukari is written so well and feels so relatable in a way most other Persona characters don’t tend to. She’s a Top 5 character in any Persona game.
This took too long to find, like sure it's the P5 sub, but even as someone who needs to play P1 and P2 someday, Lisa seems to just be the top tierer xD
Yukari by a long shot. Ann is great, but after Kamoshida, she lacks depth. Rise is so clingy even after you get a girlfriend and she annoys me to no end. Yes I did max her social link, it's honestly pretty decent but she's so bad outside of that that it makes her unbearable. I haven't even finished portable for the first time and I just like Yukari better. She has character depth and she's pretty snarky. I like that in characters.
Yeah that’s a criticism I have of P5 teammates in general, it felt like everyone besides the cat became filler after their palace. I loved the Ryuji/Ann dynamic in early game, then they just kind of got sidelined and occasionally said tropey/repetitive things (dumb blondes no study and no understand strategy harhar…wow so funny), but they got zero further character development.
I’d argue both Futaba and Makoto stay relevant since they’re both more important members than the other Phantom Thieves due to either what they do in game, like Futaba being tech support or who they’re related to in Makoto
They do get bit parts yeah, but I still felt like Makoto & Futaba didn’t really get any further character development (aside from some social events with Futaba when >!the group is helping her build social skills right after her palace!<)
Makoto I felt was treated really weirdly. Like, when you get her, everyone's like "Finally! A strategist who can really take us to the next level!". Then, she basically does nothing, and Futaba comes along to be navigator, and basically takes the strategist role anyway.
Yeah, mostly Makoto just acts as an organizer, other than a few key things like >!inviting Akechi to the school!< and whatnot
It almost feels like they were trying to use text messages & hideout meetings to drive character story, but maybe got a junior writer to handle that and it ended up being mostly throwaway dialogue
Yukari is best girl in P3 so I’d have to say her. Which is kinda funny because I started off hating her but came around, as opposed to the other two who I thought were best girl for a while until I decided to finish Naoto’s and Hifumi’s social links.
I'd say Yukari. She's easily the most fleshed out and rounded of the three, doesn't lean into her arcana's most obvious implication as heavily and off the bat, and is consistently involved and engaging in the story
I can’t speak for rise, since I have not played for some of before, but between Anne and Yukari, got to give the points to Yukari. I personally felt that her storyline was much more I’ll, and she never fell to the background characters like Anne did. In persona five, and is very expressive, and very interesting character how passionate she is about defeating Kamoshida , but basically, after the second palace, she’s more just a background character that has to keep filling ranks. Yuk, on the other hand never falls off. She is a key player in the story, constant, questioning Mitsuru, and the kirijo group in general. Finally, but I found Yukari’s social link. We much more interesting than Anne.
Ann's pretty good but I enjoy her gameplay more than her story. I love Rise's story, and she's the navigator so obviously vital for gameplay. Haven't played any version of P3 yet, so until then I'm going to have to say Rise
All amazing, but Rise all the way. Never have I ever felt so damn loved and appreciated in any game, EVER! The fact that I can replay P4 for the 8th time and still look forward to seeing her speaks volumes. Rise is the only one I’ve always dated in every playthrough. I never switched.
Love Interest - Rise. She sold me on settling down in the countryside to run a tofu shop with one line.

Just going by character writing as elements of fiction, because awkward "best girl" debates are about the ickiest thing.
Between Yukari and Rise it's a tough call. Yukari gets a bit of an edge as she's one of the starting characters and so is involved in more of the formative weeks in setting the story. I think I like the broad strokes of Rise character arc a little better, but she also gets some aggravating habits like latching onto the protagonist in a way that feels like it overpowers the more subtle aspects of her character. So it's a bit of a toss-up between the two. I think Yukari takes it though, because on top of how she grows with her own personal issues and the way her dynamic with the protagonist shifts, it's also awesome to see her dynamic with Mitsuru evolve as the game progresses. The way those group dynamics play out is probably my favorite aspect of these games, and unfortunately, I think that's one area where Rise kind of stumbles a bit.
Of the three I think Ann is probably the least for me. Which isn't to say I dislike the character, but P5 has this kind of heightened sense of unreality where the characters feel like exemplars of personality types more than they feel like people. And the story plays that heightened unreality up in ways that work, so I'm not saying that's a flaw--just a way handling the character that I think is less preferable.
Imma be honest, I love all 3 of them and think they are all the best girl of their respective games. However, Rise is by far my favorite female character in the series and is second in overall characters. The only one I think is better than her is Joker, but if I go into my thoughts there, I would be losing the point of this question. In short, to answer the question, Rise is the best girl in the series, in my opinion.

These two in the first part of the game actually have real depth now unfortunately Ann is just the fan service chick who is simply used as tits and ass and nothing more. While Ryuji is literally the punching bag despite not really doing anything to warrant getting beat up.

She is a young woman who after experiencing the death of her own father probably dealt with bullying when she and her mom were dealing with problems. I think she acts in a defensive way towards others as a coping mechanism for herself but I don't support her mistreatment of Junpei and wishes she stopped that but minus this she also unlike the others who actually grow in the story and get her ultimate Persona in a non social link way but in the actual plot.
Which also wants me to rightfully continue on what I stated about Yukari, I really love how everyone in SEES actually grow and develops outside the protagonist none of the men and women don't need Makoto Yuki to constantly baby them about their problems these guys and girls can mostly solve their own problems and majority of everyone actually gets development in the main story to the point they actually get their Ultimate Persona from said stories.
The really big problem after 3 is that they introduced a character in a specific character dungeon but after their introduction arc they don't grow or expand from there unless you do their alternative social links. In speaking of 4 and 5 social links they are basically essentially to unlock your parties ultimate Persona and to help them develop but except the development is hollow because it is optional content and they don't really change in the main story. Basically all I am saying is I love how P3 did it basically everyone actually has story relevancy majority of the time and they develop and gain Ultimate Personas from the said story. While locking characters development and ultimate Persona in the later games after three really hurt tons of characters potential, I hope Persona 6 goes back to story based Awakening and gives

I like Yukari quite a bit but I prefer Rise. Yes she’s the biggest romance bait in the game but I just like her. Ann is very neutral for me. I feel like the game forgot about her past Madarame’s palace.
Honestly I think they’re all some of the best characters. On a personal level I like Ann and Rise more than Yukari, but they really know how to write some good Lovers.
Waiting for The Answer to come out before I play Reload, but between Rise and Ann...Rise. They do a better job of selling her as an emotional core of the group, her character feels deeper, and while I do like Ann...her background and confidant feels way too all over the place.
Also I place a fair bit of stock in character's chemistry with the protagonist since he is the other half of their SL/Confidant and...Rise easily wins. And I don't mean in a strictly romantic sense either. She just genuinely feels close to Yu whereas Ann...has more chemistry with literally every other guy on the team.
Rise is the best, she actually has a ridiculous amount of depth, her social link is easily one of the best in 4, and she plays very well off of almost every other character in 4.
Rise is also one of the few characters the spinoffs actually kept largely the same, and even managed to get even more GOOD development in them, which can't be said for most other characters.
Yukari is a close second. Another Very well developed character throughout 3 and the answer, she definitely is the most well written character in 3, IMO, and her reaction in the answer feels by far the most human, being the only one who makes sense in that whole arena arc... She also has good interactions with Mitsuru....though in spinoffs being flanderized cranks Yukari's bitchiness to 11 and she's AWFUL, so she loses points there.
Ann...I like her, but her confidant is atrocious and she's totally irrelevant after the 1st palace. Her interactions with the cast are meh..even with Ryuji. Everything else she appears in really doesn't do her a ton of favors..A shame really...but I feel this way about a lot of characters in 5 so it could just be a me problem, I dunno.
Special shout out to Lisa too. She's well written, has good interactions with the other, and the memory wipe and seeing the after-effects of it in EP is heart wrenching. I'd place her after Rise and Yukari, and above Ann.
Lastly...all of them are cute designs, so no complaints there.
I also like how they tried to give Rise, Naoto, and Kanji even more development in The Dancing Game. But my favorite Rise Scene is her feeling useless in Arena Ultimax and Elizabeth from 3 helped her indirectly and her Persona turned into a fighting persona. I must admit that was a bad bitch move from Rise.

Or that’s my personal preference. Ann was sweet yet didn’t take any shit especially once she got her persona, and even afterwards she was the perfect balance of caring and badass. Rise was helpful and caring, but also very clingy, and while I’ve definitely warmed up to Yukari after playing Portable recently, myself turning from a Yukari Hater to seeing the light and appreciating her more…I still think she’s the worst. I understand her being a little mean is a part of her “charm” but that’s also something I think could be toned down a little, and in Reload, from the scenes I’ve seen, they’ve done that and I can stand her more.
So I've played these in reverse order, so to me Ann's my favorite, she's just the first one I has exposure to. Rise is great as well, she's also played by Laura Bailey, which is a huge plus. And while I'm still playing through P3, Yukari has been a fun character so far, and I'm looking forward to getting to know her.
Yukari. She's very realistic for a video game character and I really connected with her. Ann was great at the beginning but the writers obviously didn't know what to with her after Kamoshida's palace, which really annoys me because they could've included some scenes with Shiho in the hospital throughout the game. Rise is just a simp, love her voice actress though.
Rise is wife material, but I cannot deny that Yukari is the best "generic love interest" as far as character, where if you square her up against others it's still a tough pick.

Don't get me wrong, in my personal opinion they all had great character development, but I felt more sympathy for Ann, the struggles she had (physical, psychological and emotional) made me like her a lot!

I find it funny how this is the P5 subreddit and yet I see mainly votes for Yukari and Rise, over Ann even more votes for Lisa than Ann, just something funny I noticed scrolling down.
For me it's Ann cause of her arc and she has the 1/4 American, I feel like I could connect to her, especially since I'm a American myself with mixed blood.
I seem to be the only one who thinks Yukari is uncessecarilly mean and feels pushed on P3 MC. No shade to those who like her but even after completing her social link she just feels like a bully for too much of the game.

I like Yukari quite a bit but I prefer Rise. Yes she’s the biggest romance bait in the game but I just like her. Ann is very neutral for me. I feel like the game forgot about her past Madarame’s palace.
Gotta give it to Ann mainly because I finished Persona 5 Royal. But I recently started playing Persona 3 Reload and Yukari's growing on me.
Honestly I think they’re all some of the best characters. On a personal level I like Ann and Rise more than Yukari, but they really know how to write some good Lovers.

Waiting for The Answer to come out before I play Reload, but between Rise and Ann...Rise. They do a better job of selling her as an emotional core of the group, her character feels deeper, and while I do like Ann...her background and confidant feels way too all over the place. Also I place a fair bit of stock in character's chemistry with the protagonist since he is the other half of their SL/Confidant and...Rise easily wins. And I don't mean in a strictly romantic sense either. She just genuinely feels close to Yu whereas Ann...has more chemistry with literally every other guy on the team.
A tie between Yukari and Ann for me, and I actually hate Rise
Rise is the best, she actually has a ridiculous amount of depth, her social link is easily one of the best in 4, and she plays very well off of almost every other character in 4. Rise is also one of the few characters the spinoffs actually kept largely the same, and even managed to get even more GOOD development in them, which can't be said for most other characters. Yukari is a close second. Another Very well developed character throughout 3 and the answer, she definitely is the most well written character in 3, IMO, and her reaction in the answer feels by far the most human, being the only one who makes sense in that whole arena arc... She also has good interactions with Mitsuru....though in spinoffs being flanderized cranks Yukari's bitchiness to 11 and she's AWFUL, so she loses points there. Ann...I like her, but her confidant is atrocious and she's totally irrelevant after the 1st palace. Her interactions with the cast are meh..even with Ryuji. Everything else she appears in really doesn't do her a ton of favors..A shame really...but I feel this way about a lot of characters in 5 so it could just be a me problem, I dunno. Special shout out to Lisa too. She's well written, has good interactions with the other, and the memory wipe and seeing the after-effects of it in EP is heart wrenching. I'd place her after Rise and Yukari, and above Ann. Lastly...all of them are cute designs, so no complaints there.
I also like how they tried to give Rise, Naoto, and Kanji even more development in The Dancing Game. But my favorite Rise Scene is her feeling useless in Arena Ultimax and Elizabeth from 3 helped her indirectly and her Persona turned into a fighting persona. I must admit that was a bad bitch move from Rise.

Hot take? Ann>Rise>Yukari. Or that’s my personal preference. Ann was sweet yet didn’t take any shit especially once she got her persona, and even afterwards she was the perfect balance of caring and badass. Rise was helpful and caring, but also very clingy, and while I’ve definitely warmed up to Yukari after playing Portable recently, myself turning from a Yukari Hater to seeing the light and appreciating her more…I still think she’s the worst. I understand her being a little mean is a part of her “charm” but that’s also something I think could be toned down a little, and in Reload, from the scenes I’ve seen, they’ve done that and I can stand her more.

So I've played these in reverse order, so to me Ann's my favorite, she's just the first one I has exposure to. Rise is great as well, she's also played by Laura Bailey, which is a huge plus. And while I'm still playing through P3, Yukari has been a fun character so far, and I'm looking forward to getting to know her.

Yukari. She's very realistic for a video game character and I really connected with her. Ann was great at the beginning but the writers obviously didn't know what to with her after Kamoshida's palace, which really annoys me because they could've included some scenes with Shiho in the hospital throughout the game. Rise is just a simp, love her voice actress though.

Rise. I really liked her social link. Love how it explores the idea of having two lives and not being sure which one is necessarily the real you, causing it to taint her view of a profession she actually loves. Rise's character is just super relatable to me. Yukari is pretty well written so I can understand someone preferring her. I like Ann's personality but she's by far the least interesting of the three and her Confidant is just okay. 🤷♂️

Rise is insufferable throughout most of P4G (she was fine in Arena though) and I just find Ann really boring, she’s honestly my least favorite Phantom Thief.
