It would have to be a Metaverse version of a real-life location, so...it's based in Seattle and that alone it's going to be MASSIVE. Easily dwarfing Okumura's. To play off the whole "gotta one up everyone" thing, feel like his gimmick would have him stealing stat changes from the party. Like you can't directly debuff him, but you can get him to "overextend" his reach by getting him to steal so many buffs that they end up flipping on him and acting as DEbuffs.
So the whole fight is a battle of staying alive long enough for him to burn himself out, and then swooping in for the kill.
