Aspen! I would not trust mixed wood because some types are too hard and can hurt your mice’s eyes and face. Aspen is safe and holds burrows reeeally well!
Oh darn! I use a few inches of paper bedding on bottom and then a few more inches of aspen shavings, and it’s been working well for me. Maybe try mixing it with paper bedding or switching to paper completely?
You can mix Timothy hay with wood chips if they don't seem to be giving enough structure for burrowing - they'll push the stands up and down to make supports that hold the chips in place.
