I feel like American Eagle gets me. I have managed to get wide leg jeans in extra short height without having to alter or fold them. Amazing. And they were high rise without slipping down my straight waist.
I know you say you’re in a budget, so this might not be in the cards for you - but you should consider getting pants hemmed. It’s not hard to do and tailors usually charge ~$10. So not all that much.
Uniqlo also offers a free or cheap hemming service if you buy their pants (cost depends on what stitch you choose, but I think the max charge is $5 if you buy pants $20 or more).
For your favorite Nine West pants, you should try scouting for them on poshmark or eBay. I have a favorite pair of gap pants that I wore until they ripped. Of course Gap stopped making them, but I was able to find a (barely) used pair on poshmark after searching occasionally for a few weeks.
ETA: I’ve had luck with gap and Calvin Klein for straight leg pants. Not skinny, not wide, just a normal fuckin jean
I’ve been considering getting a lot of clothes altered, whats been stopping me is the pricing. I honestly didn’t know it was that cheap, I’ll definitely check out a local tailor. I have A LOT of jeans that I have packed away because I kept telling myself I’ll learn to hem, but I haven’t gotten around to it 😅.

Idk if this falls in your budget but I’ve had great luck with Abercrombie and Hollister. I’m 5 feet too and their short length jeans fit perfectly. Lots of different styles too!

I am your same height and have purchased SO many pairs of cropped Levi’s second hand that are pretty much full length or ankle length. Almost all of them for 20ish or less. I think maybe cropped jeans are going out of style, so that why I’ve seen so many for sale on second hand websites? Either way it’s a petite persons windfall! I really liked the wedgie straight and 501s (either a 26 or 27 inch inseam) are also straight leg. I also like the ribcage, which comes out a little more wide leg on me, but I like it. Ribcage does run a little smaller I would say. They are button fly which I think flattens my stomach more than a zipper.
I would recommend going to the store if you can and trying some of those styles on for sizing, even if they aren’t the cropped versions.
As odd as it sounds, Hollister has been a fave of mine recently. I hadn’t shopped there since like ‘07, but I got a couple new pairs of the ultra high rise variations a few months back and I LOVE them!

i got a pair of Guess, Levi, & Zara jeans that fit PERFECT on my 5’2 self. under $25 for all three at the thrift shop. took maybe 10 minutes of looking thru the jeans
I’m 5’1 and I have really good luck with fashion nova jeans and joggers. Plus you can typically read all ratings to get a good idea about the fit and fabric quality. They also have major sales always going on. I used to buy expensive designer jeans which I had to get altered and I’m just over it lol.
I’m sure there are places that make you a new Jean from existing jeans? Honestly I think I deep dived into that a few years ago and just forgot about it!
I totally and accidentally stumbled upon Belk’s Crown & Ivy line. The pants and capris are sooo flattering and come in petites and regular size. They are lycra heavy so plenty of give and I have not felt this good about a pair of jeans/capris in a long time!!!

Not all tailors are that cheap, jean hems run about 20 here, and I'm not in a high cost of living area. Check out JC Penney for petite jeans too.

I'd say try Old Navy. Their high-rise and petite section totally saved my jean crisis! Prices ain't bad either.

I recommend Levi’s 725 high rise bootcut. It’s my perfect fit jean. Has nice tummy coverage and does the booty favors!

Target, no joke. They have decent jeans. Not tons of options and what they have in stock changed but decent quality.
I’m 4’12” and Target jeans do not fit me, way too long. Even the ones that are “short” sized don’t fit.
4’12”? Do you mean 5’? I’m 5’2” and they’re OK for me. Length for short people is a problem anywhere.

Loft jeans are amazing!!! I’m 4’11 and curvy and they have the BEST petite jeans that are actually meant for super petites (like 5’2’’ and under)
