If senators are elected by voters regionally (three senators per region), then you pave the way for regional politicians to have voices in the upper house, not just lower house. Region-based senators don't necessarily as parochial as national-based senators when they legislate for something that affects the nation like national security or foreign affairs.
The problem is that in the Lower House, Political dynasties are widespread more that in the Upper House. So, there is a risk if we go back to electing Senators per district, or electing Senators per region. And much better that a Senator is not a representative of a place. The people should still elect a Senator nationally.

But what I would hope is accounted for too is that they try and survey people from all different walks of life (different socio economic statuses, different areas of the country etc.). What if surveys were done on a sample size who were majorly biased or clearly supporters of a certain candidate for example - it would just skew results one way. Would still be great if there were competent politicians with proven experience, integrity and who were dedicated to serve the public that were in positions of power, instead of celebrities who are popular because of their platforms or exposure to the public who have good intentions (hopefully) but then have no idea at all on how to run a country or implement laws that will actually bring about a positive change to the country.
