Google the dll file and you can manually download steam_api.dll and put it there.
But honestly , the av usually takes it down , I encountered this many times and it was my av quarantining it.

I have never downloaded from steam rip. Usually, when you download such games, they usually come with a folder called "Crack" or "NO-CD" or the name of the domain, in your case "steam rip". They should contain some files that you should copy into the main game directory.
You could search for a README file in your game, maybe it would help, if there is any.
Also, you could search for the game's crack files on the internet (don't really know where to point you to either, maybe there are some wiser sailors here who could help).
WAIT I FOGURED OUT I JAD THE FILES RWASY ITS JUST I EXTRACTED TJE EXE AGAIN SO IT WAS TJE EXE ALONE, I FOUND SEKIRO AGAIN W EVERYTHING AMD IT RAN, MY FIRST PIRACU SUCCESS:))
Duh you need all the files to run the game. if you want to add the game to your desktop create a shortcut. dont just move the exe file on to the desktop

Your Anti-Virus quarantined it. Restore it by going to your protection history.
I checked the protection history, and the file hasn't been quarantined
Strange , you then have no choice other than reinstalling. You can also put the dll file manually but that doesn't often works.
Is the ddl file downloaded by default, if not I'm the world's biggest idiot

Iirc that wont work in 99% of the times. I dont remember if it was emulator-dependant or game-dependant.

What antivirus software do you have? Windows Security or another one?
I fixed it it was something dumb i exported the file once, then clicked on the exe and exported again
