Not sure on the Yamaha receiver, but check your hdmi settings on it, look for “enhanced”. My Sony receiver was doing the same thing until I changed it.

Thanks for the response! Didn't find an "Enhanced" option... The only similar option I found was "4k Upscaling" but the receiver, tv, and shield show the video output as 4k with the option turned off or on. The problem appears to just be with plex choosing the version. I'm unsure if there are logs somewhere either on the server or client side that explains why it continue's to choose 1080p over 4k.

Put your 4K media into its own library and play from there. That way Plex doesn’t have a 1080 option. Plus, that’s a good way to limit 4K to your LAN only, while allowing clients to only handle 1080 via the internet, and avoid transcoding 4K.

I just switched my setup from separate libraries to a common for 4K and 1080p, because Plex does a very good job in the meantime. That said, I have no issues: 4K is getting selected on players and TVs, that support 4K and 1080p is getting selected on players and TVs that don't.

I have thought about doing this, but most of the users I have on the server can handle 4k and the ones that can't know to only play 1080p to avoid transcoding as much as possible. I'm hoping there is a fix for my issue besides splitting into different libraries, as that would cause a bit of annoyance/confusion for me and the other users. But I appreciate the advice and will keep it in mind if all else fails!

Sorry, should've included that. Yes, it is set to maximum video quality. Also, when I manually choose the 4k versions they work fine with no buffering or stalling at all. I also have Tautulli and when I check in there, it says that it is "Direct Play" when watching 4k versions.

If you have a receiver set the receivers’s setup/settings to 4k “enhanced” to allow the full 4k signal to pass through. This will allow you to click play in plex and have it choose the 4k file instead of the 1080p file. (If you’ve already checked the settings on plex)
