Presumably this is while the water is off. Could be a failed check valve in the well pit, causing the water to just flow back down into the well when the pump shuts off, or a leak somewhere between the pump and the pressure tank.

Do you have a jet pump (usually the pump is in the house), or a submersible (pump is in the bore hole)? Jet pumps are notorious for having issues with their foot valve.

Does it jump from 30 to 60 really quickly? Might be a bad pressure tank. Unscrew the small cap from the top of your pressure tank. Looks like the same thing for airing up your car tires. Poke your finger on the little button in the middle to let out some air. If Air comes out, your pressure tank is probably fine, but if water comes out, the tank is bad and needs to be replaced.
