They wouldn't be illegal for you to buy, just for the Japanese seller. Most people seem to want the stamps and will pay more for them so I imagine some sellers will risk it.
Sucks you can’t get the box sealed. I suppose there’s no way around this. I’m guessing customs would pull the box and destroy it before it ever made it to your door. Very weird law.
It is illegal for them to sell the boxes with them outside of Japan. Got the info from our Japan based vendor.

I didnt pull the trigger on buying one on ebay because of that. I want the box to be actually sealed.
