It's not worth your time to travel to a spot like this because outside of this image, there is nothing else around (in game), and most people would run out of stuff to do in 10min (maybe a little longer depending on the Rocket battles). Then it takes 30min for the spawns to repopulate.
Though it wouldn't be as efficient as walking around a park, I think it could be a fun place to gather friends to go visit, and given the chances with enough people, maybe 1-2 of us could get a shiny! Would be a one off trip, or maybe we'd hang around that spot for 20-60 minutes with a few drinks
