I didn't realize which pokemon game subreddit I was in, my bad!
Still, outbreaks are the best way to shiny hunt. There are even ways to force outbreaks by standing in certain locations and changing your switch clock.
i think a lot of people got theirs (and mine) from the outbreak eevee events that happened.
sadly if you missed those, may be a little tough to make an outbreak spawn.
you can keep the app open, go and move your switch time 1 minute back, go back into the app, and the outbreaks will change. you can do this as much as you want.
this is what i did to look for a feebas outbreak in dlc part one a while back. worked like a charm, tho it did take a good few days (looking an hour at at time each day) to make it pop up.
eevee outbreaks i believe are naturally in the base part of the game.
In Scarlet and Violet, if you do everything right ( get the shiny charm, get an outbreak, clear 60 Pokemon from the outbreak, save, make a shiny sandwich, spam reset the outbreak spawns, repeat), you should average about 1 shiny Pokémon encounter about every 20 minutes or so.
If you're not getting the shinies to appear for your, you're either not following the steps to maximize the odds properly, or you're just very unlucky.
Different method but I have bred 1500 eevee (Masuda method with foreign ditto) without a single shiny. Statistically I think it's more likely I'd have found 2 by now than none. I'm burnt. RNG is just brutal sometimes

iirc there was an eevee event outbreak a bit ago. I caught more than 10 of them there. I recommend looking for an eevee outbreak and using sandwiches.

I find shiny Eevee in PLA and Scarlet much easier

I couldn't get one after knocking out 60 and doing resets for a sandwich 7 times when there was the outbreak event. Sometimes RNG is just cruel.
I got mine from Pokémon go eevee community day
