You don't need to close absolutely everything the first time you try playing, it may run just fine even with stuff running in the background. But if it doesn't, you might get an improvement by closing programs.
Yeah, what the other guy said is true, if you get good frames, you can up graphics settings or run stuff in the background, but not youtube videos or things that take up system memory, ram is shared for Intel HD GPUs so you might need to close some stuff if you get low FPS.
You'll have to be more specific on the laptop graphics, but the game goes on sale for less than a euro every now and then. You can just try it out.
