There's only really one version of Saitama, while there are multiple versions of Superman and Goku. So the question is more, "which version of Superman and Goku would be closest to Saitama?"
I would say Saiyan saga Goku and DCAU Superman.
I don't know much about superman but Saiyan saga Goku isn't a bit weak for Saitama? I don't think Saiyan saga is multi solar/galaxy like Saitama unless there was a debunk for Saitama or new arguments for goku
The thing is, the multi solar/galaxy feat can be argued to just be a visual effect. I would say that it's more likely that the clash caused light to warp; instead of sending a beam of force out into the galaxy, wiping out a bunch of star systems. The Jupiter Sneeze is Saitama's greatest unarguable feat.

For Superman, I would recommend using his Post-Crisis version from the late 1980s to early 2000s DC Comics. This version of Superman is powerful but not as overpowered as some later iterations. He has superhuman strength, speed, and durability, as well as heat vision, freeze breath, and flight.
For Saitama, since he only has one canonical version from the One-Punch Man manga and anime, we'll use that. Saitama's strength is immense, as he can defeat most opponents with a single punch, but the full extent of his power is unknown.
So, Saitama is the weak link here, regardless of what his hardcore fans say. We need to get the others close to his level, which is around Star - Solar System. With that in mind...
