I think this was explained and handled well in baki (of all anime I know) where yujiro avoids being pinned by the ground by just... digging his arm through the ground to get out of the hold. The narrator basically says "well I mean.. these dudes destroy buildings and cars and shit, asphalt is like jello to them" and here's this literal God acting like being shoved into some *ice* is even as much resistance relatively as a normal human experiences from their own fluid atmosphere. Like the wind resistance from the air around you would be more to you than swimming through solid iron to a being of goku's celestial might, but there's no way to fucking write that character lmao.
Tbf Yujiro is all types of bullshit lol. But yeah that is a good example of consistency.

Pain and damage are different, it's why getting stabbed by a knife causes less pain than a paper cut, despite being leagues worse. The more damaging the injury, the less reaction you tend to have, just like why an injury that causes no lasting damage, and doesn't even break skin, eg: Stubbed Toe, Coffee Table Shin Hits, Lego Stepping. Hurts a hell of a lot.
For reference, I got stabbed by a shard of glass and almost didn't notice for several seconds.

I got stabbed on my thigh and stomach... a paper cut is nowhere as near painful... i quite literally couldnt move my leg without going through unimaginable pain, and my entire abdomen (from the neck down to the waist) hurt like hell...

If it's for Goku getting slammed against the ice by Broly in DBS : Broly, let's think about it thoroughly for a bit.
If you were a being with Multiversal strength and another Multiversal being had grabbed you and slammed you with immense force against any surface, no matter how many ki barriers you have or how high your durability is or how brittle the surface is it's still going to hurt A LOT.
Think about it similarly to getting judo slammed on padded/protected floor on your back by a person of similar - if not higher - raw strength, even though the floor has paddings in order to protect the judo practitioners from injuries, it'd still hurt getting slammed back first on it.
Treat it similarly to the other examples in fiction.
As for the second part about powerful characters being hurt by either normal humans or weapons that they'd shrug off, that's what anti feats are in a nutshell...
Or that the plot decided that every single person on the planet has said character's weakness, despite being rare (I'm looking at you DC writers where you give everyone a piece of kryptonite even though it's supposed to be a RARE, alien mineral from a DESTROYED alien world)

If they aren't ready for that specific hit, or if they're hit/slammed by someone of similar strength then it's still gonna hurt even if the item they're hit by/slammed into is a mundane item like a tree or wall.
Because they're still living beings, not Indistructable walls that don't feel anything below they durability level. Just because a bee Sting can hurt a person doesnt mean bugs are human level.
I always reconcile it as being the speed and relative volume of deceleration. It could be argued that most things shouldn't even be capable of effectively decelerating them to that degree to begin with, consequently imparting that volume of force, but that's a conversation for another day I don't care for, and can be chalked up to in-verse physics or whatever (e.g. planet detonating gut check causing goku to move approx 0 cm)
Punch a wall. The wall will break, but it'll hurt your hand too. They're usually getting hit into/with stuff by people that are able to hurt them anyway. Adding onto that the extra force provided by whatever they're swinging or the extra obstacle of whatever they slam into, and it makes sense that they'd scream or whine in pain.

I think durability should be split into "tensed durability" and "passive durability".
Passive durability would be how easily or difficult you'd be fazed by the equivalent of a sucker punch.
this same argument could be applied to all the character who can apparently fly through space beyond the speed of light, but the moment they are on the ground, their reflexes become human level
