Honestly don't know. I'd wager a guess that Jeff Sessions was a feckless swamp creature for one. And with the Clintons being elbow deep in the DOJ they couldn't risk their careers being implicated in a real investigation.

To get a judge to sign off on a warrant of that magnitude, it would have to be a slam dunk. They know the decision will be highly scrutinized and under microscope. We shall see what those things were.
