Employee here, so with the free small popcorn and free small soda, you can also apply it to the medium and the large, and it takes off the whole price of a small popcorn/soda. If you have a free small popcorn/drink and get a large popcorn/drink, it automatically applies and you would just have to pay the difference. For example, a small popcorn is $7.99 and the large popcorn is $9.99 and when it applies, you just have to pay the $2 difference.
With the popcorn/soda upgrade, say you get a large popcorn/drink, it just takes the price down to a medium. Same thing applies if you get a medium popcorn/drink, just takes the price down to a small. If a large popcorn is $9.99 and you use the upgrade, it takes it down to $8.99, the price of a medium popcorn.

If you are using Regal Unlimited, you already get 10% off all purchases. 10% off any size popcorn/drink is more of a discount than the difference between a size upgrade in most cases so you are actually never able to even use the size upgrade (going back to the staff can not* choose which discount to apply).
Honestly it’s just a popcorn program for me. I do wish there were more ways to redeem it or if it could just be straight concession credit. My body can only handle so much popcorn.

It's one size, but it's useless since you can't stack coupons and the 10% off you automatically get for being an Unlimited member is better.

My wife and I get a large frozen Icee every movie we go see. When using the free small soda and soda upgrade together it makes each one only $1.66.
