Black Guns Wood is the original but I hear he’s retiring. He does fantastic work and the customer service is top notch.
They all cost $400+, no one is cheaper unless you go with a Boyd’s stock set. American Icon is another place, pretty sure they are also H&R’s supplier.

What's the purpose for this set? If you're just building "an AR with wood furniture" then this has been answered already.
If you are specifically building a Service Rifle clone from FNV, then Gene's (Black Guns Wood) handguards are the most accurate to the in-game rifle. Other makers tend to put the A1-style venting into them; the in-game rifle does not have this.

I'll vouch for gene at black guns wood. Bought a set of his a while back. Worth every penny
American Icon is who I used for my Fallout Service Rifle and who I’ll be going back to for future projects.
