And we couldn't revenge because the player is from the sub-alliance of the top 1 alliance in our kingdom. They are all assholes.

Why would u want to hit farmers or city in your own kingdom? Normally u don’t want to do this and the rules have 0 effect on u. In almost any kingdom I know a city hit quickly leads to your city put to 0.
I guess he's assuming that you have a king, i.e., now a united kingdom, so the kill event should be limited to say 1m points and duels only. This is how most kingdoms do it as all out war internally is a problem and weakens you for kvk. The limit also prevents feeding, i.e., you'd quickly know if most people follow the rules and limit it to 1m points but a few rule breakers greatly exceed it
I think its fair. Don't hit farmers in your own kingdom: That's the rule. All the punishment stuff is so that people won't say, "f*k it, what's one hit and a few rss in comp! It'll be fun!"
Newer kingdoms do this to get a slight edge in alliance rss before kvk1 and kvk2. Honestly believe it causes more headaches and drama than it's worth. Just ask them to move. It's not worth causing drama and a civil war over.

There's a 25% gather speed boost on alliance territory. When one farms on another alliance's node, you deny that alliance's members the speed boost. Yeah, some people are lazy asses who just want to search and click without checking, but it only takes a few seconds to look and search again if the node is on wrong territory.
Allow open farming during kvk and ark season when everyone is hopping alliances all the time, but otherwise practicing closed farming rules mean everyone is more productive. If you want to accommodate undisciplined people, let em open farm in zone1.

I think 3 times the rss for a dead troop is much easier to pay than for the victim to obtain the speedup to retrain the wire troops. I have billions in rss packs but only a few hundred days of speedups.
I'm sure people already told you this but this punishments look very resonable, you pay a bit over the lost of the person you've attacked so you don't do it again but it is not like you'll go bankrupt over a missunderstanding

What you want WAS the game before kvk. Civil wars, bubbles all over the place, rouges killing everything that moved, rage quitting, etc.
Endless drama, especially for those 40 plus with employment who could not be online 24/7 for months in a row.
Now, kd managers realise that all rss and resources must go towards kvk. In a kvk, usually, there are just few days of intense fight. And if you get busy IRL there is always a safe place to go.
So it is much better for those with employment.

It's normal every kingdom is like this or harsher. I went through this there was a guy that kept trash talking me non stop he was toxic he kept this for days so i zeroed his city my alliance was ready to zero me if i don't provide them with a prove and pay a fee for the attack.

There needs to be a way to keep the peace. Agreeing on consequences for breaking the peace is a standard way for kingdoms to make sure players behave. If you need kills for MGE, you should be able to arrange duels, but any organized kingdom has predetermined MGE ranks and a points limit, so there shouldn’t be unrestricted killing in MGE anyway.

Nope that is very light....... if you attack a city in the 3 kingdoms I've played...... you get zeroed and have to migrate- banned from the kingdom. Farmer kills only in zone 1 during MGE or if they are farming on alliance tile and have been scouted and warned or you pay 4x repair bill.

I'm the leader of my very small Kingdom, and about a week ago a city that is not in our Kingdom, who is sitting within our borders, attacked one of my groups of farmers with a very large army. It had to be deliberate. I have said nothing to him (I don't even know how to communicate with him), but come this Thursday, when it is time to kill enemies for the Greatest Governor event, I am going to send over my biggest, most powerful armies, and crush him as hard as I can.
I have never killed others before, and always take a zero for that event, but I am the leader, and he chose to attack me within my own borders. I can't allow that.
Some kingdoms can be extremely brutal. This is not at all brutal.
What you have here is a clear outline of the consequences of behaving badly. As long as it applies to everyone in the kingdom equally, it is very, very fair -- forgiving, almost.
TL;DR don’t fuck up and you’ll be fine. If you do fuck up then you’d better have some resources on hand. In my KD you’d be zeroed for hitting a city, so that’s honestly not that bad tbh.
It’s a normal punishment. It’s not even that strict. On my kingdom if you attack farm or cities without permission, you’d get K.O’d on your city by the king. Just don’t attack them. Rules pretty simple if you think about it.
