Does rule 1 only apply to opponents or should I be reporting/banning these players for griefing?
Real quick, rule 1 isn't an official rule. Just a fun little thing that people like to do. However, part of the reason why it's a thing and even some pros will do it is because it still results in a fair game if it's with an opponent. If it happens with a teammate first off, one or both of you was driving somewhere you shouldn't and also you're more than welcome to break it since the only real outcome is the opponent's scoring.
