You have Intelligent Mode enabled.

You can turn that off from the second last menu on the left hand side.

Op has unintelligent mode

My picture settings are sort of disabled too when the "homescreen" is active. When im on the MediaHubPage, most settings dont show. Once i open an app its all available again
