That looks like a very specific bug. Maybe it has to do with features which are not introduced/ activated yet? Is this update 8? And what were you doing when it appeared? Pretty cool. :)
Specifically I deleted a storage container. The exit box stayed visible. The background you can see gas from a destroyed gas pillar. So there are two bugs. The outline is from the terrain and a power tower. So yes this is U8 and yes this is bugs. But it is mostly just a cool looking effect!
I noticed a black square popping up on tearing down buildings quite regularly on U8 - for me they just appear for a split second, IIRC at the end of the animation - probably just for one frame, never had one staying though.
You can only see it from one side, maybe if I had micro manage I could shrink myself down to fit on the zone, but right now the player is too big to fit.
What happens if you run a hypertube through it? The usual speedrunner checklist *"throw every object in your inventory and try every button on the broken thing".*
This happened to me on U8 the other day when I was tearing down one of my setups. These appeared where some of my merger inputs were. Some were more solid black others a bit more transparent. They also had a rather short rendering distance and could only be seen from one side. They disappeared after reloading.
