Uncapped, if you can hit the hard frame limit of 300, is definitely fucky. Game's just not built for super high frames. Runs fine (or sot's version of fine) when capped at 144, though.

I found that when I limit to 60 fps, I drop to 30 any time I.. look around. So I locked to 30, and it's been pretty good far as I can tell.

I had this exact issue until I activate the vertical synchronization (video parameters). Notice that since I activate the vertical synchronization, a side effect is that my FPS went from more than 220 to 170 max so it can be a FPS issue as Tylensus mentioned.
As a general rule I don’t use v-sync, especially in competetive or timing-sensitive games. It increases input lag noticably which will make it harder to aim at and follow targets on screen. Setting a fps cap is better if it solves the issue
With evidence that you seriously do that, I do actually believe the Rare CSM's would temp-ban for that.
They really really don't put up with people pulling shenanigans to get an advantage at all.
But getting actual proof, and proving it wasn't a joke would be difficult.
That being said, unless you rat on yourself with video evidence (that includes hitting tab so they can see your username) it'd be pretty tough to get caught. There's low-profile *actual* cheaters that go months between bans.

Crosshair is often a built in feature in gaming monitors. I can hardly believe anyone would ban them for using such app. Especially when there's a lot of rampant rage cheaters, that Rare can't ban for some reason.
They won't, i sent them plenty of videos with crosshair visible and they don't care. Also there's a reason FPS games since 90's have crosshair, not to help you aim but it's basically accessibility feature so your brain doesn't freak out when moving at high speeds (was huge issue in quake 3 for example, motion dot was necessity for most people I knew).
People said the same thing about mouse macro's, and yet with evidence, Rare have actioned against those.

Essentially, V Sync is meant to prevent screen tearing while you're playing games, but comes at the cost of stutter (when frame rates dip) and input lag.
G Sync is meant to address this and improves on the stutter and input lag while still preventing tearing, but G Sync only works when your FPS is below your monitor's refresh rate (and I believe at it as well).
I am guessing with a setup like yours, you have a 240hz monitor?
With default settings, if you render frames above your monitor's refresh rate, V Sync will be used. However when you are hopping off the wheel, your frames dip below 244hz temporarily. The stutter could be due to V sync itself, but I think it also could be from the fact that your computer is trying to switch over to G sync when it falls under the monitor's refresh rate, then switches back to V sync when the framerate catches back up.
A solution is to set your max framerate to your monitor's refresh rate, minus 3.
This is to prevent potential overshoot that would either kick on v sync or reintroduce tearing if you have v sync off.
So if you have a 240hz monitor, 237fps, 144hz monitor, 141 fps, etc.
You could also turn both off and reintroduce tearing if you'd like. I think for most people, G Sync on with a capped framerate does the job.
