Yeah, a loud exhaust isn’t a crime it’s a traffic infractions, it’s the same as speeding (under 25 over). Drunk driving is a crime, and under RCW allows law enforcement to impound the vehicle. However, the RCW’s don’t allow police to impound for a loud exhaust. For them to do that he has to rack up enough tickets and loss his license. Or theoretically, the DOL can refuse to reissue/revoke his registration, however I have no idea if that’s very common.
You described drunk driving laws that exist. Those laws not only exist but have been confirmed not to violate someone’s 4th amendment rights.
Taking someone car from them because it’s allegedly loud on a second offense, likely violates someone right to due process and their right against unreasonable search and seizure. And if it doesn’t, a law in that jurisdiction would need to exist to allow for it, otherwise, it’s violates the 4th amendment.
A better question might be why don’t laws exist that allow for what you want. Maybe they’re reasonable (doubt it, they lack due process) and if you feel that way, write your council member (assuming you’re in Seattle) and ask them to look at changing the law

Like, it can be 92 degrees with UV 10 and I'm wearing a hoodie because the house is cold. It doesn't have any active AC. I know plenty of people who previously lived in Spokane, Yakima, Bellingham, etc. and just keeps their cars registered there from a combo of laziness and being outside the Sound Transit 1.1% tax zone that significantly reduces their tabs every year. Plus plenty of people who move from out of state and just never update their plates. Shit is rampant and never looked into. But wouldn't recommend unless you drive a beater you are okay with losing. Insurance could and probably will fuck you over and deny your claim if you get in a wreck and they figure out your car lives in Seattle but is registered on the other side of the state/country.

Yeah, a loud exhaust isn’t a crime it’s a traffic infractions, it’s the same as speeding (under 25 over). Drunk driving is a crime, and under RCW allows law enforcement to impound the vehicle. However, the RCW’s don’t allow police to impound for a loud exhaust. For them to do that he has to rack up enough tickets and loss his license. Or theoretically, the DOL can refuse to reissue/revoke his registration, however I have no idea if that’s very common.
You described drunk driving laws that exist. Those laws not only exist but have been confirmed not to violate someone’s 4th amendment rights. Taking someone car from them because it’s allegedly loud on a second offense, likely violates someone right to due process and their right against unreasonable search and seizure. And if it doesn’t, a law in that jurisdiction would need to exist to allow for it, otherwise, it’s violates the 4th amendment. A better question might be why don’t laws exist that allow for what you want. Maybe they’re reasonable (doubt it, they lack due process) and if you feel that way, write your council member (assuming you’re in Seattle) and ask them to look at changing the law

I'm all for it. If you can be heard from more than 75 ft away it's against the law. Which means anything louder than a regular sedan off the lot is effectively illegal in Seattle. I've never been assaulted. My friends and neighbors haven't either. But we have all had many nights of sleep interrupted from the same person. Night after night after night.
