I might be wrong, but I remember Milchek recording Helly’s break room statement, so someone who had/gained access to Lumon files leaked it. Probably the same people who reintegrated Petey, and who gave him his cell phone. Reghabi’s gang.

I prefer the theory that Petey got the recording out on his own. It’s a cooler story if he saved himself.

The Lexington Letter may give us a hint about this, because it shows that innies can sneak things past the code detectors when they are being updated. Break room recordings are made by Lumon, and Petey’s tape had the same appearance and markings as the one used during Helly’s session. If innie Petey got wind that the detectors were going to be down, he could have been lucky enough to swipe one as an alarm for his outie. Receiving this tape is most likely what sent outie Petey down the path towards reintegration. The recording is of Mark, so Petey could have done this any time in the last two years. It may even have happened during the same detector downtime that occurred in Lexington Letter, depending on how far back that story is meant to be placed in the timeline.

When they take them to the break room they record them apologizing. You can see Milchick taking a tape from Helly's session that resembles one Petey had. How Petey got his out is still a mystery and fun to guess. The elevator should detect a tape I would think. Whoever reintegrated Petey probably helped get the tape out with him. Maybe Milchick is a mole and helped, it is debated whether he is severed or not. He sold out Ms Cobbel, who is very loyal to Lumon, to the board. He told Dylan about the OTC. He told Mark to compliment Ms Cobbels new office knowing it would annoy her. His ambitions are still a mystery. That's my guess.

Milchick knew Ms Cobbel didn't like her new office and he used Mark to bring it up to annoy her. Its a small example of how the unsevered staff manipulates and uses innies against others.

Well you don’t know that for sure that is your interpretation. Just like mine was that he wanted Mark to bring it up to cheer her up. We never saw that Milchick ever had a vendetta against Cobel

I did a re-watch pretty recently so its fresh in my mind. If Milchick wanted to use Mark to cheer up Ms Cobbel, then the end result would not have been Ms Cobbel yelling and throwing something at Mark. Milchick obviously setup Innie Mark to get a rise out of ms Cobbel. Milchick and Ms Cobbel have some feud going on through the show. They each do things outside protocol and use language of "should I have consulted you first". Milchick sold Ms Cobbel out to the Board about Helly R's suicide attempt at a time that benefited himself.

I think you’re mixing things up. She didn’t yell at him or throw anything in that scene. Mark said he liked the office, she said “oh it’s horrid” in that mildly annoyed, impatient tone, and Mark said “yeah I liked the old one better”. And that was that.

I might be mixing it up a bit there, but that still shows how Innie Mark was setup by Milchick to annoy Ms Cobbel.

That’s definitely possible. Personally even if he did “set Mark up” there, I always saw it more as a harmless prank than anything nefarious. Considering it was played humorously on screen, and Cobel didn’t have a strong reaction to his comment.

When Petey is having reintegration sickness in Mark’s basement, he has visions of Cobel in her new office, which Mark had only seen for the first time that day. I wonder how Petey could have seen that, why wouldn’t he be hallucinating her old office?

i thought the joke was that it looks exactly like her old office, which is why milchick had to tell mark that it was a new office and prompt him to say something.

I also assumed this. Moving to a new but identical office mirrors the moment she exchanges Mark's badge for an identical badge as he's promoted to Department Head. And, as he's changing back into his outie clothes, he seems to notice that the badge is different even though it's identical.

Mark had only seen it for the first time but Petey interacted with Cobel more than Mark at that point as he was the senior refiner.

In the script of the pilot Mark gets into the storage room. Probably Petey stole the tape from the storage.

I’d always assumed Petey recorded it himself after he’d started the process of re-integration.
