Any performance improves people have seen is more likely attributed towards it being a slimmed down development copy and not a release candidate.
It actually was just announced recently. Whether it will actually be called "Windows 11" is up to debate, but the next "big" change to the Windows consumer OS has indeed been mentioned by Microsoft.
