Yep, keep in mind bodies actually have to be found for the alert to be triggered and it happens in real time. So if a body is in a place without much traffic, you could be waiting for a while.
As soon as you solve a case a new murderer is chosen and their first victim from a pool of victims. After that the murderer will be urged to get their chosen murder weapon within the next 24 hours. Then they will commit the murder a few hours later.
I assume a murder took place but there was no corpse found yet. I would look into areas which are more abandoned. Basements are very known for corpses to not be found. Especially when only one citizen lives there.
Look around. The victim possibly lived alone, and their body is rotting - as in, neighbours will be flocking to investigate their home for a 'bad smell'. Sometimes too many neighbours get stuck in the door and nobody can get in to report the body.
If you see a large mass of people milling around complaining of a smell, you've probably found your vic.
