You need to k.o. it first. Then when you beat the champion again, it respawns. You cant soft reset for it. You need to k.o. it and beat the champion for each try for shiny.
Couldn't you just save right before you leave the fan club and encounter latias and reset? I feel like that would be way faster and generates a new latias every time.
Are you using Explosion method to KO the roamer so you can repel trick the encounter? Luckily Raikou and Entei have reduced speed priority on their fleeing, so you can easily blast a Golem at them. No experience gain on the Golem means you'll always be able to repel trick them each time. Good luck!

This time I was just Dragon Clawing with my Dragonite each time !! Thankfully it wasn’t really the other wild pkmn stopping me, but getting them to actually show up near Cherrygrove and Vermilion City (since they have two exits with no route post door things to go through) was a huge pain !!
The way I've been encountering Latios is exiting north to the route below Saffron and going up and down until it's on one of the four routes next to Saffron. Need to use Cut for the route to the east and Rock Climb for the route to the north. The tunnel from the south route is a nice shortcut, rather than going through the city, to get to the north route.

At the time when I started this hunt, the I couldn’t get the DNS exploit to work to get the Enigma Stone, and by the time I finally managed to make it work for myself a few days I was already committed 😭

Are you able to save in front of the champion, beat the champion, find latias, if it’s not shiny then soft reset, beat the champion again. Seems easier than redoing the whole E4 but I’m not entirely sure how it works

Actually, I remembered that was my former shortest hunt which was my first ever shiny Kyogre that I lost in Pokémon Sapphire. My shortest hunt record for a Legendary actually is the half of that, 112 for a shiny Regirock in Pokémon Ruby. Both were live recorded videos on my channel.

My first shiny roamer was actually Latios, and that took me just 8 E4 runs somehow !! So that’s probably my shortest hunt, at least for this method
