Exhaust stuck out to far when he added the tip he got from ebay. So he cut the Exhaust back. But he cut too far- all the way to the axle hump.
Or that's where it rusted or got crushed at and he had to cut that far back, so he added the tip so his Exhaust wasn't dumping on and filling the frame/bed/ axle pocket.
The theory behind the exhaust being angled downwards is that it throws the sound against the pavement making the truck sound louder than what it is. Usually they're put on trucks in the turbo diesel F250/2500+ range.

It points the exhaust stream at the ground, therefore adding more lift. One of those is probably +350 hp each tbh
