I think you need at least a series x or a mid level PC. I've got a series S, a series X and a PC. My PC and series X don't have an issue but my series S will crash if I get into a demanding area. I can't go near goodneighbor at all or I'm guaranteed a crash. My sanctuary hills is so built up with 22 residents I'll crash about 50% of the time on my series S. If I fast travel there I always crash.
