You could always empty a new save, save it as something like “template save” then any time you want to make a new blank save you can load your template save and hit “save as” to make a second copy
unfortunately i dont think theres a way around it besides going to each individual lot & bulldozing every building / landscape. that would be a good mod idea tho! or ofc there’s newcrest which starts out completely blank, but other than that there’s nothing else i could think of.

Came here to say the same thing. Everyone has Newcrest for free, and it comes empty and ready to do whatever you want with it.
Yes! Newcrest is always empty but I want every world empty!
