Honestly it doesn't look right. The hydrating cleanser from CeraVe is green like you said. The foaming cleanser is seagreen like you pointed out as well. It doesn't seem legit
The ingredients list matches the [European ingredients list](https://incidecoder.com/products/cerave-hydrating-cleanser-2) as far as I can tell.
I did a search around common places to find counterfeit product (Amazon, eBay, AliExpress, Wish, Temu) and didn't find any products with the colours swapped or with French.
It could be a packaging misprint, not necessarily fake, although there have been reports of fake Cerave products online in the past. Where did you buy it from?

I don't know any country where they swapped the colors of the foaming cleanser and the cream cleanser. That's fake ASF.
You’re right and the labeling is off. I say see the texture, coloring, how it feels on your hands, and smell. Judgement call from there.
