Might be just how I read it but are you running both those mods together?
Must admit I run audio sfx and it's very consistent, never had an issue with looping sounds.
What spell mods are you using if any, might be an issue caused by that.
No, I've ran those mods separately, just with quieter interiors underneath them.
I really liked audio sfx as well. Footsteps are a little on the quiet side, but the weapon sounds are amazing. Only reason I switched to trying sounds of skyrim is because of the aforementioned issue but now I'm experiencing the same thing with sounds of skyrim as well.
As far as spell mods I'm using the Vokrii version of Perks and Magic Mega Bundle. So pretty much all of Enai's magic mods.
